Job description
Exelon is currently looking for a Regulatory Specialist at our Oyster Creek Nuclear Station in Forked River, NJ.

PRIMARY PURPOSE OF POSITION:
Responsible for performing regulatory and technical tasks, under general supervision, in support of nuclear plant operations.

PRIMARY DUTIES AND ACCOUNTABILITIES:
1) Perform regulatory and technical tasks as assigned by supervision.
2) Assure all regulatory products prepared are in accordance with applicable procedures, licensing basis, industry codes, and all regulatory requirements.
3) Participate in the development and implementation of effective processes and techniques at appropriate levels of detail and in compliance with established policies and procedures.
4) Recommend format and methodology improvements to standard processes and procedures.
5) Perform ERO role and maintain qualifications as an active member of the ERO.

POSITION SPECIFICATIONS:
Minimum:
· High School Diploma and a minimum of 5 years directly applicable experience
or
· Associates Degree with 3 years directly applicable

Preferred:
· Non-engineering Bachelors degree or coursework

POSITION SCOPE:
Must have good grasp of techniques and a good understanding of the fundamental functions performed by the respective group. Works independently with broad supervisory review. Has some latitude to make regulatory decisions within accountabilities.

Department Specific Roles/Responsibilities:
Licensing:
Licensing includes the following functions: Licensing Actions (e.g., License and Technical Specification Amendment Requests, Relief Requests, Exemption Requests), managing regulatory compliance and interface, various written correspondence with regulatory authorities, and single point of contact with the NRC’s Office of Nuclear Reactor Regulation (NRR). Support day-to-day site operations. Coordinate emergent issues of complexity requiring off-site assistance. This includes activities such as non-routine reportability determinations, case management, and program implementation interpretations. Maintain expertise on industry initiatives and regulatory issues important to the sites. As part of business and project planning, will coordinate common projects affecting multiple sites. Assist in the preparation of Notices of Enforcement Discretion (NOEDs), and the facilitation of identifying resources for tasks that require support beyond what is available at the sites.

Licensing Programs:
Licensing Programs includes oversight and performance/implementation of programs and processes such as corrective action, operating experience, INPO coordination and interface, Federal Register/Rulemaking, self assessment, benchmarking, business plan preparation, and NSRB/GOC coordination. Licensing Programs works with the sites and corporate to perform program governance, oversight, support and perform functions.

Regulatory Assurance:
Regulatory Assurance includes the following functions: corrective action and self assessment/benchmarking program implementation, regulatory compliance and communications (NRC Region and State interface), and regulatory programs (e.g., commitment management, operating experience, NRC performance indicators, etc.) implementation. Support day-to-day site operations including PORC process, UFSAR change process, plant Technical Specifications support, operability and reportability support, inspection planning and support, case management, integration of operating experience into daily activities, leadership for ongoing corrective action and self-assessment activities, and implementation of site commitment management items. Implement policies, programs and processes as designed, feeding back suggested changes to Corporate for improvements. Communicate site issues with regulatory significance to Licensing organization to gain support and enable fleet-wide learning. Provide site-specific administrative support for the NSRB function.
