Job description
Under general supervision, provides engineering and technical consultation services in the solution of complex technical problems and Development or Implementation of Engineering Programs and Processes. Procurement Engineer must be able to develop specifications for the procurement of products to be used in the plant, determine the critical characteristics of the selected products that are to be verified during product acceptance, determine specific testing requirements applicable to the selected products, and evaluate test results. Must be able to extensively research and reconcile plant design bases and have an in-depth knowledge of plant and system functions, codes, standards and regulatory requirements. Responsible for selecting and evaluating acceptable replacements when unable to secure identical replacement items.

Description of ideal candidate
1.) Performs work of average complexity that conforms to all project/task requirements, including defined scope, schedule, budget, and that requires an independent understanding and application of engineering theories, standards, concepts, techniques as well as knowledge of engineering industry codes, government regulations and nuclear plant systems.
2.) Provides technical support for daily operations, plant improvements, process improvements, equipment acquisition, plant breakdown and analysis, self-assessment, technical procedure reviews, root cause analysis and corrective actions.
3.) Works closely with engineering, maintenance and operations staff, along with other groups within and outside the Company, to quickly resolve technical issues.
4.) Works under general supervision to take ownership of project/task completion to meet scheduled due dates, identifying emerging issues and contributing solutions for complex technical problems.
5.) Trains personnel in the application and use of engineering concepts, materials, equipment, or procedures.
6.) Develops requisitions with all technical and quality purchase requirements.
7.) Develops purchase orders in accordancr with Supply Chain Management requirements and all Financial Requirements.
8.) Develops product acceptance criteria.
9.) Evaluates need for additional technical evaluation.
10.) Determines like-for-like availability using established design basis technical data.
11.) Performs equivalency evaluations.
12.) Assists in performing vendor audits, commercial grade surveys and source verifications.
13.) Resolves procurement issues originating from vendors, or any group on site.
14.) Maintains procurement technical data base.
15.) Maintains, controls, and reviews any site or vendor documentation affected by procurement such as Q-List, past purchase documentation, vendor catalogs, drawings, manuals. Collects and maintains parts performance history.
16.) Initiates Facilities Initiates/performs Engineering Services Packages, Procurement Change Request and Receiving Hold Orders.
17.) Participates in Section XI R&R development and reconciliation (Mech).

Job Specifications:
Knowledge: Working knowledge of plant systems, equipment, policies, practices, codes and standards.
Basic understanding of engineering principles, nuclear plant systems, project management and cost control techniques. Meet Site Requirements.

Skills/Abilities: Demonstrated ability to develop and execute solutions for technical problems and issues through the use of FMEA or similar processes. Demonstrated ability to develop and communicate technical approach and results in both verbal and written format. Demonstrated ability to troubleshoot and test systems and equipment and recommend workable solutions. Ability to lead/execute projects and site initiatives.


Education/Experience: Bachelor of Science degree in an engineering discipline or Physical Science and demonstrated proficiency in engineering projects and 3-6 years of engineering experience.

Other:
1.) Meet the requirements of Company and Nuclear Regulatory Commission (NRC) psychological, drug, alcohol, and medical testing policies and/or regulations.
2.) Satisfactorily complete General Employee Training (GET).
3.) Satisfactorily complete radiation safety training (may include respirator qualifications), if required for job performance.
4.) Satisfactorily complete required background checks.
5.) Recent convictions for crimes reasonably related to the activities of this job may disqualify an applicant.
