Job description
Position Summary:

Develop, implement and direct the National Enrichment Facility Training and Health, Safety and Environment Programs including Radiation Protection, Environmental Protection, Procedures Control, Criticality Safety, General Safety (Industrial and Chemical), Fire Protection, Fundamental Nuclear Material Control and Safeguards, and Emergency Preparedness, to assure compliance with Licensing Basis Documents and U.S. regulatory requirements, in accordance with project schedule and budget and LES business plans. Provides direction, leadership and oversight of plant support functions described above for the NEF Operating Organization, including individual goals and objectives, organizational performance metrics (Key Performance Indicators), and financial budgets.

The education, experience and responsibilities of this position are requirements of Chapter II of the SAR. Any changes must be evaluated by Licensing and Human Resources prior to changing.

Duties and Responsibilities (not limited to the following):

. Training – Direct the organization and development of training procedures, manuals, guides and course materials. Direct the presentation and conduct of training classes for Site Operations and supporting organizations and contractors to assure work is done safely, securely and in compliance with licensing requirements.
. Health, Safety and Environment Programs (General Safety, Radiation Protection, Criticality Safety, Environmental Protection, Fire Protection, Fundamental Nuclear Material Control) – Directs the health, safety and environmental compliance activities that ensure the facility maintains compliance with appropriate rules, regulations and codes, including activities associated with nuclear criticality safety, radiation protection, chemical safety, environmental protection, fire protection, industrial safety, nuclear material control and accountability. Develops all NEF Safety Programs to ensure compliance with Licensing Basis Documents and Federal and State regulatory requirements as well as applicable permits.
. Procedures Control – Direct the development of site operating, maintenance and emergency procedures to assure compliance with licensing basis documents.
. Emergency Preparedness – Direct the development, implementation and maintenance of the site emergency plan procedures and programs including training, emergency drills and exercises, and emergency responder training. Establish and maintain emergency preparedness facilities. Establish and maintain working relationships with off-site emergency support organizations including local, state and federal authorities.

•Establish, maintain and direct effective organizations/programs for site Training and Health, Safety and Environment Programs/Organizations including Radiation Protection, Environmental Protection, Procedures Control, Criticality Safety, General Safety (Industrial and Chemical), Fire Protection, Fundamental Nuclear Material Control and Safeguards, and Emergency Preparedness.
•Establish accountability toward fulfillment of regulatory commitments and corporate business strategies.
•Provide information, in coordination with the Director – Communications and Community Affairs, about the facility and LES to the public and media, including ensuring that the public and media receive accurate and up-to-date information during an abnormal event at the facility.
•Provide adequate direction and resources to assure compliance with license requirements such that safety and production goals can be optimized.
•Ensure adequate level of staffing and capability is maintained to meet the Plant Support Division’s functional requirements.
•Ensure site personnel; including suppliers, acquire and maintain security clearances and training commensurate licensing and security requirements for assigned functions.
•Develop budget and forecasts for the Plant Support Division. Prepare and issue management reports relating to budget and schedule performance. Report cost and schedule variances in a timely manner to applicable levels of management.
•Develop and lead the implementation of business strategies to achieve Division goals and objectives.
•Support the VP, Operations and VP, Construction to ensure expectations, programs, budget and quality/reliability are achieved.
•Oversee day-to-day management of Plant Support Division’s priorities, safety, quality, cost, and schedule.
•Ensure an appropriate safety culture and consciousness is maintained through application of sound management principles and professional standards.
•Conduct regular and timely staff meetings to communicate relevant information to management and employees.
•Interact with regulatory, industry, manufacturing and supplier entities to establish and facilitate reliable and efficient production capability at NEF.
•Establish and implement long range plans to support long-term business strategies and objectives for NEF.
•Represent NEF in front of external regulatory agencies and community organizations; as necessary.
•Participate in, and maintain qualification as an appointed member of, the NEF Emergency Response Organization.
•Maintain qualification and participate as a member of the NEF Safety Review Committee.
•Includes other duties and responsibilities as directed.

Job Qualifications (refers to job, not incumbent):        

Education: Minimum:        Bachelor’s degree in Engineering or Sciences
Preferred:        
        
Experience: Minimum:        10 years of progressive, related technical, operational and/or support experience in a manufacturing or production environment and 7 years of management level experience at a nuclear facility
Preferred:        

Licenses, Certifications or Registrations: Maintain US NRC nuclear fitness for duty qualification. Attain/maintain a US government L-Level or Q-Level security clearance.

Others:         
•Well developed leadership, planning, coordinating, organizing and communications skills, with the ability to communicate in non-specialist, business focused terms, as appropriate.
•Broad understanding of regulatory requirements and own role in an abnormal event, system failure or emergency.
•Broad exposure and sound knowledge of the nuclear and chemical industries gained through direct experience.
•Possess effective written and verbal communication skills related to highly technical and non technical areas.
•Ability to develop and present complex technical information to all levels of management and regulatory agencies.
•Demonstrated knowledge of applicable local, state and federal standards and regulations.
•Detailed knowledge of the operating procedures, standards and potential hazards associated with the site.
•Broad knowledge and understanding of safety and Company procedures.
•Detailed understanding of relevant business processes and systems.

Must be able to walk, climb ladders and work in an industrial setting.
