Job description
Position Summary:

Directs regulatory program activities that ensure the facility maintains compliance with licensing basis documents, Federal and State regulatory requirements, and permits, including activities associated with radiation protection; fire protection; nuclear material control, accountability and safeguards; procedures control; and emergency preparedness.

The education, experience and responsibilities of this position are requirements of Chapter II of the SAR. Any changes must be evaluated by Licensing and Human Resources prior to changing.

Duties and Responsibilities (not limited to the following)*:

. Develop, maintain and manage regulatory program necessary to meet requirements of corporate policies and to maintain compliance with Federal and State regulations.
. Lead and direct the work of others. Supervise direct reports by establishing goals, assigning work, reviewing performance and taking corrective action, if necessary, and assuring that entire departmental team works to ensure plant compliance with all corporate and regulatory policies.
. Develop, implement and manage policies and procedures related to regulatory programs.
. Perform independent reviews of facility operations and maintenance activities to ensure consistent interpretation of regulatory programs and compliance with all appropriate rules, regulations and codes. Prepare reports and takes necessary steps to ensure any potential problems are rectified.
. Develop, maintain and manage an accurate filing system for regulatory program activities.
. Has the responsibility and authority to shut down operations if they appear to be unsafe.
•Manage and direct the work of professionals who have direct responsibility for ensuring plant compliance with regulatory programs.
•Support facility and operations change control reviews.
•Arrange, coordinate, supervise and may present all Federal and State required regulatory program training.
•Monitor the plant operation and environmental compliance with all federal, state, county and local operating permits.
•Assist executive management with reporting of non-compliance events to federal, state, county or local regulatory agencies.
•Assist the operations staff in the training of personnel in the use of the plant fire protection apparatus and systems.
•Establish and maintain working relationships with external regulatory program professionals to ensure best practices are implemented.
•Maintain a good working knowledge of changes in the regulatory environment.
•Apply sound engineering judgment and professional rigor in the performance of all analysis and tasks.
•Implement the duties of the Emergency Director in accordance with the Emergency Preparedness Plan.
•Perform other duties as assigned.

Job Qualifications (refers to job, not incumbent):        

Education: Minimum:        Bachelor’s degree from an accredited college or university
        Preferred:        Bachelor’s degree preferably in an engineering or scientific field

Experience: Minimum:        10 years responsible nuclear work experience in health, safety or environmental field and a minimum of five years experience managing professionals in a nuclear work environment.
Preferred:                

Licenses, Certifications or Registrations: “L” or “Q” security clearance

Others:         
•Ability to effectively manage and lead a department by appropriately delegating tasks and ensuring follow-through, monitoring employee performance and taking corrective action when necessary, and fostering an environment of teamwork and cooperation.
•Ability to maintain a professional demeanor under pressure.
•Demonstrated ability to work with personnel at all levels within an organization.
•Excellent communication skills, both oral and written, including the ability to present training workshops in a manner that effectively communicates the material to individuals of varying levels within the organization.
•Detailed understanding of engineering principles and problem solving techniques.
•Comprehensive knowledge of safety and environment compliance requirements within a nuclear facility. Comprehensive knowledge of Criticality Safety Programs in a nuclear facility.
•Ability to take direction and function as a team member to solve a variety of engineering problems.
•Ability to utilize standard computer software such as word processing, spreadsheets and databases.

Working Conditions (relates to physical environment):
Primarily standard indoor office environment and occasionally industrial environment.

Physical Demands:

Must be able to work in an industrial environment, inclusive of the ability to climb and wear respiratory devices and other personnel protective equipment, on a regular basis. Other physical limitations that could impact the results of field work (e.g. color blindness, hearing impairments) shall be disclosed.

Position Interacts With (internal and external contacts):

Executive management, plant manager and other members of the facility management team, operations staff and external health, safety and environmental professionals.
