Job description
Position Summary:

Establish, coordinate, and manage policies and procedures required to ensure optimal execution of the NEF Fundamental Nuclear Material Control Plan (FNMCP), including Material Control and Accountability (MC&A) plan and programs, unauthorized enrichment prevention program and access control program.

The education, experience and responsibilities of this position are requirements of Chapter II of the SAR. Any changes must be evaluated by Licensing and Human Resources prior to changing.

Duties and Responsibilities (not limited to the following)*:

. Implement the nuclear material accounting system and manage the item control program.
. Implement the physical inventory program for bi-monthly and annual inventories.
. Implement the unauthorized enrichment prevention program including an investigation and resolution program.
. Manage the measurement control program and ensure all requirements of program are met.
. Review all written procedures and all revisions to procedures developed throughout the organization related to material control and accountability.
. Review all reports, data, records and programs related to material control and accountability, including inventory program, training program, production data, calculations related to inventory SWU balance, Standard Error of Inventory Difference (SEID) and Inventory Difference, and shipper/receiver difference analyses.
. Direct preparation of all MC&A regulatory reports and internal reports.
. Advise management team on effectiveness of safeguard implementation and need for corrective action.
•Review all reports and calculations related to the physical inventory program, inventory difference determination and evaluation, shipper-receiver difference evaluations, and uranium byproduct.
•Provide leadership in identification and resolution of material control and accountability issues.
•Ensure material control and accountability activities comply with all regulatory and licensing requirements.
•Interact with regulatory agency personnel regarding the FNMCP and program activities related to licensing, inspections, assessment of performance, and event analysis.
•Develop and manage internal framework/accountability to ensure that appropriate standards and regulatory guidance are in place and implemented.
•Provide technical support for training required in FNMCP.
•Ensure adequacy of MC&A Training Program.
•Monitor, assess and analyze material control and accountability practices to provide evaluation of safeguards.
•Supervise all Nuclear Material Control and Accountability personnel, including interviewing, hiring and training of staff; planning, assigning and directing assignments; appraise performance, recommend merit increases, promotions or transfers; and initiate corrective or disciplinary actions in accordance with established policy.
•Includes other duties and responsibilities as directed.

Job Qualifications (refers to job, not incumbent):        

Education: Minimum:        Bachelor’s degree (or equivalent) from an accredited college or university in an engineering or scientific field.
Preferred:        
        
Experience: Minimum:        5 years experience in the management of a safeguards program for special nuclear material
Preferred:        

Licenses, Certifications or Registrations: “L” or “Q” security clearance.

Others:         
•Ability to work independently.
•Extensive experience in nuclear material control and safeguards,
•Demonstrated ability to think strategically, set direction and apply results-oriented approach.
•Strong analytical skills and ability to apply technical expertise to identify and solve problems.
•Effective communication skills.

Physical Demands:
Ability to walk and work in an industrial environment.

Position Interacts With (internal and external contacts):
NES management team, Nuclear Material Control and Accountability personnel and regulatory agency personnel.
