  Fences, barricades and guard towers are apparent at privately held Nuclear Fuel Services Inc. in Erwin, Tenn., photographed on Wednesday, Aug. 29, 2007. The plant makes fuel for the U.S. Navy's nuclear fleet and converts weapons-grade uranium for use in commercial nuclear reactors.
