This is an undated aerial view of Indian Point nuclear power plant in Buchanan, N.Y. New York state is home to six operating nuclear plants, four owned by utilities and two run by the New York Power Authority. They provided nearly a quarter of the electricity generated in New York state in 1996. Power produced by a well-run nuclear plant is cheap, but construction overruns and regulatory costs add to the expense of many reactors.
