Very subjective question which could steer you in the wrong direction.  Focus your efforts on where you want to live taking into account your extended family.

east coast region

Turkey Point (FP&L) is in Homestead, FL. Vermont Yankee (Entergy North?) is in Vermont. About 30 operating nuclear power plants are in between. There is a world of difference in areas near the East Coast. What states would you be willing to work?

Southwest does not have as many choices. Texas has some good plants, with potential for new plant construction. AZ has Palo Verde (APS) near Phoenix. CA also has plants, but is probably not the area you were describing.

Take advantage of the military housing office resources to validate cost of living in any area. They tend to be simple and straight-forward.

The question is too broad.

By the way IIRC Monster.com has an excellent tool to compare cost of living between areas.
