Instrumentation and control in other industries, is just instrumentation like pressure transmitters, flow, temperature etc. and how to control a process, like a chemical mixing process or recipe if you will.  Like I have been and IE (instrument electrician) and I currently(at least for a couple more weeks) train instrument electricians.

It seems that maybe I&C techs are just electronics guys(navy et's) but maybe the same?  Am I wrong about that?

My site calls them "Nuclear Control Technicians" or "NCTs".  It sounds about like what you're saying.  Navy ETs that work on plant control systems.
