I&C Qualification Requirements

I'm trying to figure out what experience/education counts towards being a qualified commercial I&C technician...and how much total time is needed.  (I'm guessing it's 3 years needed w/ 1 year of school counting towards the total, but...)

Reg. guide 1.8 refers you to ANSI/ANS-3.1-1993, "Selection, Qualification, and Training of Personnel for Nuclear Power Plants."  However, I can't put my hands on a copy of the ANSI standard...

Any help/info/comments appreciated.
