Time estimate

Quick question:

I already have an offer in place and accepted.  That was on the 29th of April.  I went up and did my medical and security portion.  How long does it usually take from offer to start?  When we were going through the interview and offer process I said I would like a June 1st start date but still havent heard anything back.  The HR rep I am dealing with is extremely hard to get hold of and never answers voice or emails and I have about a 20% chance that she will answer the phone when I call.  Should I continue to wait or should I try and get hold of someone else in pre-employment department.  I talked to her 2 weeks ago and she said my personal security check was complete.  I really hate stepping on toes and don't want to become a nuisance but it just seems to be taking a while.  Oh, and just for additional info.  In Navy, currently on terminal leave.

They gave you an offer, but not a start date?  Weird.
