Receiving perdiem all depends on the contract the vendor holds with the site and the position being filled.  Most entry level, and I'm talking no experience required type positions, are set up by the site to fill with locals from the immediate area.  Now I can only speak for BNI, when a site gives us local hire entry level poisitions to fill they of course do not include diem or travel, just an hourly rate.  Most of the time the site will require that the slots be filled by locals from the immediate area, but there are occasions that the locals can't or won't fill these slots and the site allows us to go outside the "local hire" mold.  When this happens we have been able to start new technicians off in these slots, some are travel companions to experienced technicians who are going to that job, others are just people trying to find anything to get their foot in the door.   

A few years ago we used to be able to start off a plethora of entry level techs each season in per diem paying jobs due to the lack of local hires able and willing to take in short term outage work, but as the economy went to hell in a hand basket and unemployment rose the numbers of locals looking for any type of work also rose.  The sites saw this and started gearing entry level slots back towards locals, keeping in mind they may get a road tech or 2 that would work for local hire compensation just to get their foot in the door and an unescorted access under their belt.
