   Job-years is a new metric for me way above my pay grade. Full-time employee FTE is something closer to where the rubber meets the road for proposals and manpower projects that I am use to. With a perverse sense of humor I always imagined half a person hopping around to fill the 0.5 FTE requirements. Maybe the union halls have short people to fill these billets.
