Help! PHQ issues and escorted access

I am about to submit my ePHQ soon and I won't to be completely truthful and honest. My issue is that in the past three years i have refused an observed drug test from a previous employer. I am currently elagable for rehire from that employer. I will explain the circumstances surrounding the refusal on the ePHQ. Will this be an automatic NO GO for getting clearance?
My potential employer said something about working with an escort, is that only temporary until clearance is determined? Can i work with an escort ,or am i out of there as soon as clearances is denied, if it is denied? Would it be better to turn down the job offer and wait  a year or so to get this behind me before going nuclear? Or is that a defetes negative attitude,  and you only will know if you try. I want to do the honest, trustworthy, and wise thing.... HELP  >:( :( :'(

Did you not like the answers you got on your other thread about this? You might be allowed to work with an escort while the background check is ongoing, although I wouldn't count on it, but if it's denied, you're done as it's not financially responsible to pay someone to babysit you at work when they can just hire someone else who doesn't need an escort.

Most places dont ever let you inside the fence to work with an escort. There is no point.
I cannot think of anyplace where the offer isnt contingent on obtaining access.

My offer from Dominion was dependent on all of the checks (psych, drug, background), even though I was only without access for 3 months. My offer from PPL (Susquehanna) wasn't, but that was for an instructor position, outside the protected area.

it wood seam two me that applying too n accepting work with yore previous employer mite alleviate sum concerns regarding you'ren tests. talk wit an employment counselor, butt eye am of the consideration this will make employment downstream easier.
