yep, I think they are comfortable with the recipe, so they broad brush it as much as they can,...

yep, of course, as always, utilities reserve the prerogative to not offer bonus for any mobilizations as they see fit,...

some of the utilities are also tied into orgs  (e.g. utilities service alliance) which can proscribe or prescribe those prerogatives regardless of what the member utility would prefer to do for outage or non-outage staffing incentives,...
