I believe he is referring to part of the "Nuclear Promise" at power plants, for contract RP technicians. - Which promises to reduce the testing, and verification resources needed by the utilities (by shifting it to the contractors).

Do I hear $30/hr for ten hrs taking a proctored test at a Sylvan test center?

The NUF is going away and there are Sr. techs that cannot read a meter.

I'm waiting for the massive contamination event caused by the 'nuclear promise' - cheaper is better.

Beta Ant you are exactly correct.  But you get what you pay for. And not an erg more. The commercial nuclear world seems to need a bunch of PCM monitors who can not climb ladders, can not go into dark, high, tight spaces, and require a guaranteed 2 on / 2 off schedule. Isn't it odd that they earn the pay same rate (based on industry time) as technicians who actually can support high-risk radiological work?

Quals won't help in the case of an aging workforce or unmotivated individuals.  As long as no major incidents happen RPMs will still get a chubby proclaiming "We're 100% staffed", no matter the caliber of technicians.

In my experience (all from this century, and all as a house tech) the 100% staffed line has been a joke.  We repeatedly get damn close to or hit 100% staffed, but with a fair portion of the technicians having the qualities previously described.  Also I feel that a lot of motivated Jrs aren't being afforded the experience of working side by side with the remaining strong Srs.  Too many people working SOPs to 3.1.
But more on topic...At my site we're in the process of doing our NISP "familiarization training" which consists of read and signs.  Basically "here's our massively overhauled new NISP procedures, all the old ones are out".

Been a problem as long as I can remember. But is it the responsibility of the facilities to to train contract non ANSI techs?

I don't know the right answer to that. I know it's in the best interest of the facilities for Jrs. to gain the experience. I think most would agree that classroom training only goes so far, and the only way to get real OJT or experience is at the utilities.  I have a very limited range of experience (all at one site), but from what I gather on this site and from morning beers at the river is that outages are getting sh**tier.  I know as a Lead I try to ensure a comfortable rotation can happen but sometimes there's no getting around it. I implore the Jrs. to get their routines done ASAP so they can actually gain real experience in between SOP duties

.... I know it's in the best interest of the facilities for Jrs. to gain the experience....

no, not really,....

house techs can fill the "youth gap" during outage season,...

SOP wardens cost less than fully capable 18.1 or 3.1 types,...

there are no new plants coming on-line anytime soon,...

at least 5 of the current plants will be going off the grid in the next five years,....

juniors who go to DnD and get involved in pool to pad plus major component removal and segmentation will get the prerequisite "real job" experience they need to transition into the operating plants at about the same time that the biggest wave of "aging workforce" 3.1s just flatout fallout of the employment eligibility pool,...

the current operating nukes are pretty much all "bridge" base load units between where we are today and the "new green technology" base load units which are just somewhere over the fantasy horizon,...

as those one a year for the next five years plants go off line the remaining plants will have all the experienced RP Dept. candidates they can handle,...

plus, the USN and the shipyards are still cranking 'em out every year, year after year,...

there may not be a glut of talent but, properly managed, there is enough,...

back in the day, 'court made mention of my thread grammar, diction, sentence structure, and punctuation vis a vis the queen's rules of english,...

it became a topic of banter for a few posts,...

afterwards, and nowadays much less often, I would deign acknowledgment of 'court's attention to propriety,...

and my "pert' much don't give a dam it bugs him" sentiment on the topic,...   :P ;) :) 8)

Is this "RP Gap" training a standardized training class or is it up to each utility to create its own program?

Well, some companies dropped out of NEI when it came out. -- So they might not be too keen to do it the new way.

The new way may be painful at first, but it really is a better method.  Harder, yes.  But better.

The Gap training is garbage, but if you have to do it from scratch, then its a good program.
