talking to people out at Savannah river site about this....one reason is you aren't allowed to use a "good enough" method to get something done....you have to use the best method available....for instance grouting old rad tanks.....what might have been allowed and worked 20 years ago was way cheaper but maybe not quite as good as what they have available in technology today (sampling with robots etc....) to do the same thing..but it is much more expensive today and only marginally better.

Tri-Cities Hanford and SRS folks both will sheepishly admit that their sites are BIG working welfare locations, no different from DOE Paducah, Portsmouth and West Valley.  There's no rush to finish any work as long as dollars continue to come in and piecemeal projects are found.
