One thing most decommissioning groups don't understand is the culture change required to adequately address MARSSIM.  Here is one of the biggies ; For every technician performing surveys in the field, FSS activities require one support person.  i.e If you have 6 technicians performing surveys and collecting samples, you need a mix of 6 engineers, supervisors, instrument technicians, download technicians, and documentation techs performing support functions (documentation of survey designs, survey requests, QA, source checks, etc.).
