Article surprisingly/oddly doesn't try to explain why performance records were set in the midst of extra COVID controls.  I'd assume less support personnel stretched across multiple, normally occurring activities because of COVID; so being more devoted to the refueling tasks.  I'd go as far to say "not out to lunch-drive thru only!"  :)

The shorter outages could be explained by delayed work but that does not address run time unless they did an extended ramp down in power.

Cancellation of non essential jobs, postponement of any major mods, and increased work hours all contribute to a shorter outage. Only a minimal impact by Covid. Nuclear plant workers are well trained in contamination control. Virus control is a bit different than dirt control, but I'm willing to bet that the workers are more amenable to the requirements. It seems as though Excelon has improved their operation performance by evidence of breaker to breaker runs.
