Interesting.  I've never been to a DOE or DOD site where the budget for fire and security wasn't exceptionally financed.  Always top of the line equipment and well-trained staff.  That said, I've never been to WIPP.  It is more like an MSHA mining location than a DOE site.  Still hard to believe, especially when the author chooses to call it a "Dump."  Maybe he ran out of space in the title and chose another synonym....
Maybe he doesn't like Carlsbad.  Who does?
