Apparently, even in Utopia, outspoken blowhards exist. So this dude spends a large part of his life making millions and inflicting nuclear industry damage as a greenie wonk. Now, as nuclear starts to be more mainstream with the insurge of money that will accompany it, he seeks redemption for his sins. The ability to add wind to ones own sails will make the transition to nuclear easy. Packing sand in Utopia - what a concept.
