Hmmm... When comparing Navy to commercial SMRs both are small and both modular but that is where the similarities end. Drastically different fuels, the factories are shipyards in the Navy that have a double use for conventional ships, ships and reactors are built to withstand depth charges, commercial SMRs built to withstand NIMBYs, Navy has much less of a burden to run cheaply, and commercial plants must compete with other power sources.
