Why did they start this plant up without replacing those S/Gs first? It seems criminal to waste the dose & generate the radwaste?

Did they know they needed replacement in 2016? Not sure of S/G testing protocol on initial startup.

If they added that cost to the other start up costs, it might have prevented them from doing it.
