With that argument, nothing will ever get moved because safety regulations were in place that said you can't compliantly backload rail freight weight, and yet it had 40% of the weight in the back 1/3 of the cars.  So, of course, one bad bearing in a rear car starts pulling everything off.  Simple FMEA.
