Uploading Picture Error

Is pic uploading still available?  I receive an error stating I do not have permission to upload a picture.  Thanks

 when i click pictures > upload pictures

You don't have permission to perform this action.

You need to be in the "Gold Member" group, due to bad people uploading viruses and bots.
