This one is close to home (literally ~10 mi). The author is the Oak Ridge Y-12 historian who has spoken several times at our local United States Submarine Veterans (USSVI) chapter. Massively knowledgeable. We have helped him to start the process to acquire a submarine sail for the Manhattan Project Museum Garden, not sure which one there are many scattered around the Oak Ridge DOE reservation. He originally wanted a periscope for the children's museum which is also part of the Museum. Ray gave up on this, but the Executive Director American Museum of Science and Energy and the K-25 Atomic History Center wanted a periscope, and we helped connect him. "Given that part of our mission is to tell the story of the genesis of the Nuclear Navy, and more broadly the continued work of Y-12 and ORNL in the national security arena, we believe that a periscope could be a terrific tool to illustrate and teach about those topics." I expect to have the director speak at one of our USSVI meetings early next year.
