Getting into the industry as an AO/NLO

I am interested in working in a nuclear power plant as a non licensed operator. I meet the minimum requirements of the utility that I have applied at and I have applied the past two years without receiving an interview. I have taken and passed the POSS and BMST. I do not have a traditional engineering degree but I am going to school for a bachelors in software engineering. Just looking for insight and or advice on how to break into the industry. I feel that I interview well but can't seem to get an interview, my resume might be weak with no power plant experience and no engineering degree but I don't see why they have had me test but I haven't received the opportunity to interview.
