Non-tech degrees to OCS?

Hello all, I tried doing a search on this but to no avail. I hope that some of you guys will be able to help me out on this.

I have a friend attending nuke school now, has two liberal arts degrees, and enlisted as an ET. What's the odds of my friend getting picked up for OCS? I know nuclear engineering officer is out of the picture due to the nature of her degrees, but what about applying for a non-technical spot? Is she forced to stay as an enlisted nuke cause the detailers won't release her, or will they let her apply? I already know she ain't eligable for STA-21 cause she already graduated college.  I'll appreciate the straight dope.

In addition, in my A-School, the females were the first to pick orders. What is the sitrep for the females at nuke school in respect to this?

About myself so you guys won't think I'm some sort of internet sh**bag. I have a B.S. in Aerospace Engineering, perfect ASVAB and high ASTB scores, came into the Navy last year under the SEAL Challenge,  I made STG3 very fast (out of A-School as Class Honorman), and I got orders to BUD/S. I'm still here too, recovering for the next class due to stress fractures.

The detailer doesn't get a cut on her OCS package.  I can't give you odds on whether or not she will get picked up, but she should still apply.

The reason females got a "first pick" of available orders out of your a school is because their billets are restricted (since not all ships are equipped for females).  Certain billets are designated as "Women in Ships" billets are are held for women.  If the billet looks like it will go unfilled, then they will fill that billet with a male.  You will notice that these billets are marked in JASS with a check in the "WIS" block. 

I would imagine that a portion of billets on each carrier are reserved for females to prevent any one ship from becoming a "boys club".  The detailers do watch these numbers and try to fill WIS billets with females.  The catch is when you apply for orders at prototype, you do not necessarily know what is available in the fleet billet wise. Unless it has recently changed, you submit preferences, and hope to get lucky.
