In a post Re: Point Beach, imbucky makes reference to "...a CAL, Category 4, and so on....".  Can someone please inform me as to what safety standard or other doctrine establishes or dictates what a Category 4 is and what its requirements are?

Google USNRC Confrimatory Action Letter   I think its special concerns and you have to look and see what specifics are stated in the letter. Any CAL is not good.
