I know Dave Kubaca was supposedly the model for Homer, he should have been in this short film.

Not sure what plant that is, but I know that the model for the Springfield Nuclear Plant was Trojan. Also, many of the characters names in the Simpsons come from street names and places in Portland.

The license plates are a giveaway.  Definitely the U.K.  I second the vote for Calder Hall.
