Effective Dose Equivalent?

Has anyone in the industry used EDE to assign official whole body dose from non-uniform radiation fields?  It was proposed several years ago as an alternative to multibadging for whole body dose, and the NRC authorized some of the northeast plants to use it.  Basically it uses only a chest TLD and a back TLD to monitor in non-uniform radiation fields, from which a whole body dose is derived.

Has anyone tried it?
