Fancy Menu - Oct 21 Update

I have added a fancy menu to the tabs along the top of the each page.

Hover over one of the tabs across the top, like "Jobs" or "Outages".

This should make navigating the site to its depths and favorite spots a little faster and easier.

If there is a link that is missing, that you think would fit nicely up there, please let me know.
