If your thinking (mind) is a reflection of your written communication skils, it is no wonder you can't pass the technical test.  I would suggest staying in school so that you can train your mind to be more organized.

Figure out how to get your mind organized, then learn how to organize your writing. Once those are done, search for some practice work keys exams to work on your test taking. Worst case, yes, you're wasting your time getting a nuclear engineering technology degree, but it's pretty easy to change majors, especially at the A.S. level.
