So they ran into issues with their one reactor back in the 1960s and write an executive order in the 1990s saying "no nuclear power in PR because it's not feasible."   An almost 30 year old piece of paper should be torn up.  Times have changed.  Puerto Rico does have an earthquake problem, but the small reactors are built to handle this snag.
