USEC is currently hiring for it's new, next generation American Centrifuge Plant in Piketon, OH (at DOE Portsmouth). There is info on that in the Facilities section under Region III (Midwest)/ Portsmouth.

Approximately how many Rad-Con techs, supervisors, management does a facility like this employ and how's the pay?

It's hard to answer those questions since staffing requirements seem to be a fluid thing right now. Plenty of jobs available, but I couldn't say which type of positions they are looking for at any given week. I think the quoted number of employees was like 400-450. I can't comment on pay or opportunities for Rad Con types, since I am in operations. I'd say that the pay is about average for this type of work, especially considering that USEC is using so much capital to complete this project, they probably can't afford to be as competitive in salaries as they might be able to in the future. Benefits seem pretty good to me. Medical is higher than what I had in my last job, but the other benefits more than make up for it. You might also want to consider that it's a "ground-floor" type of opportunity, so there is alot of upwards mobility if that is a factor that interests you.
What I can comment on is the type of people at the ACP. It seems to be a good mix of ex-navy nukes fresh off the boat, older navy nukes who have been in the industry a while, and very experienced non-military. Everyone I have dealt with so far has a very positive attitude and is excited to be a part of such a "new" thing. While the basic technology of centrifuges isn't new, the application and design that USEC is going with is a huge leap forward. Everyone around the ACP seems to understand how a unique it is to be a part of starting something like this.
In a nutshell, I'd say it's probably not the best place to go if you are looking at top salary. But if you are looking for something interesting and want to be a part of what hasn't been done before, you might want to take a look at it.

What's the word with these guys? Are they going under? Any breakthroughs around the corner?

Gone Forever! Came out of bankruptcy as Centrus Energy. Of course they slammed up ~100 signs around DOE Portsmouth exclaiming their new presence. Same old dead horse that claims to be trying to start the centrifuge business again. DOE just won't put them out of their misery. They feed them their little R&D funding stipend amount just to keep it on life support and offer some working welfare to poor Scioto/Pike County.
