Best part of the story:

"...consistent with the domestic carbon reductions to meet the U.S.’s historical climate debt and equitable fair share..." which translates almost directly to "America needs to pay for everyone else even though they are all going to keep polluting."

Typical Left Wing rhetoric. Take from the rich (the U.S.) and give to everyone else. Or, 'remove the incentive to achieve.'
