The article failed to mention if the money covers the new unit and/or refurbishing the old unit, which is what you really wanted to know.   As a bonus, maybe they'll make some H2 as a side-hussle.

That is 22% of the current "approved" budget with nothing of any value being done at the plant. The journey to the POAH will be long and costly.
