Since the used fuel is being stored onsite due to the Federal Government's absolute failure in suppling a permanent depository,  I wonder if these payments are being reimbursed to Xcel? I know the Feds in essence pay for ISFSI, but this is way beyond the normal storage of casks in the owner controlled area.

"Xcel Energy has agreed to pay the Prairie Island Indian Community an extra $7.5 million a year to store spent nuclear waste near tribal land as the utility seeks to extend the life of its power plant on the banks of the Mississippi River."

"Near Tribal Land", but not on Tribal Land....they should define "near."
Maybe every group/city/hovel can claim to be "near" and get the hand-out.
