Im not sure how state residency works in the military. Do I just keep the same residency as the state I am from? (PA) or once Im down in SC am I considered a resident of SC? And as far as if I wanted to get my motorcycle license down there would I be able to? Just curious how that all works.

I think you may be mixing several questions here. For your personnel record, your state of residency (home of record) will be that you entered with at the time of in-processing. Can only be changed under limited conditions.

For the purposes of vehicle registrations and drivers licenses, the states have rules unique to themselves. Your best bet is to contact the Department of Motor Vehicles in the state that you are transferring to.

You can claim residency in any state you've lived in while you're in the military. That being said, if you're trying to get a motorcycle license you can either get it in the state you original license was issued, or get a new license in SC and become a resident there, but I'd contact the DMV to be sure (really, I'd just skip the motorcycle, but that's a different story).
