Would it hurt, help, or make little differance CPO advancment if the sea command was going through a refueling complex overhaul?
It should not matter. It is recognized that Overhaul is tough duty as well. If you are on your second sea tour and you spent the entire first tour in the yards......then you need to get on a platform that will get you deployed. If you take orders to a ship going in the yards, just look for the tough job in the department. You will make it.
