normally if you are working a job site more then 50 miles from your home of residence you will get per diem. unless you agree to a job assignment with out it, you cant ask for it after you get there so make sure they are offering as part of your assignment
There are several requirements to be eliglible to get per-diem.Don't go in blind on this as the IRS will be knocking on your door.Hit the search buttom and educate yourself first.There are several posts. The most intelligent ones by Troy.

Correct on San Onofre free onsite camping. I read about it on Bartlett's site, and confirmed with a friend working there. Full hookups, walk to beach, showers, laundry, free. Just expanded to attract SGR workers, including RP travelers.
Is per diem paid 7 days a week, even on off days?
7 days diem for 5 days worked, as is the custom generally.
At Diablo we had SO many sick guys coming to work to avoid loss of per diem. Gunge everywhere.
