Yes it is a count rate meter but even a frisker can be used to guestimate doserate in a gamma field, about 1200 to 1500 cpm/mr-hr in a Co60 gamma flux  and about 3000 cpm/mr-hr in a uranium produced gamma flux.
   An ion chamber is energy independent because it does not matter what the energy of the flux is.
