Mike, the quiz is still not loading. HTTPS... After about a minute it goes to a fatal error screen and says the skin failed to load, also says the file may not exist of may be corrupt. Thanks for youre help.

What kind of computer are you using, what operating system, and what browser. It is working for me, so I am going to need a few more details.
Just to make sure, you are logged in, and have flash, right? Try clearing your cache AGAIN. (https://kb.iu.edu/d/ahic)

All of my computers have Internet Explorer 11 on them... So I cant test the site in an older version.

Try a newer version and see if that fixes it:
Internet Explorer (11): http://windows.microsoft.com/en-us/internet-explorer/download-ie
Firefox (32): https://www.mozilla.org/en-US/firefox/new/
Chrome (38): https://support.google.com/chrome/answer/95346?hl=en
