A very interesting article.  I would, however, take some exception to the author's wording of DOE's "culture of indifference".  Based on my limited experience, it is more of a culture of ignorance based on limited knowledge and lack of experience on the part of the people who think they're supposed to make decisions.

It's a culture developed behind a shield of secrecy with a needs of national security motive.
