Too many outfits are discovering that there's more involved than just scooping off the top layer of dirt and waving their magic wand.

   True, but at some point someone bought off on these projects, at the Mound the goal post changed several times primarily due to stakeholder concerns. I have seen onsite disposal mounds and thought there is a future remediation job for someone. Who is on the hook for a site that the government signed off on if the company complied with all requirements from the EPA and other regulatory agencies, for DOE sites the answer is easy it's the DOE.

who ever looses the law suit, that's whoo. aye did a remediation at a steal mill witch had a history of making specialty metals using ores containing n.o.r.m.  it had bin sold after previous remediation, complete wit f.s.s. survey bye the oak ridge boys. That effort failed to address the on-site ball mill. bad move. lawsuit named previous owner,  various state and federal agencies, plus a couple real estate groups.
