each of a set of standardized parts or independent units that can be used to construct a more complex structure, such as an item of furniture or a building

i guess it depends on what the word means....

Virginia Class Submarine Construction

A major improvement in the construction process was the development of modular construction techniques. Newport News Shipbuilding builds the stern, habitability and machinery spaces, torpedo room sail and Bow. Electric Boat builds the pressure hull, engine room and control room. Newport News Shipbuilding each build the reactor plant as well alternate on the final assembly and test.

True, but when Newport News builds the reactor compartment and ships it to another shipyard that closely mirrors the SMRs. But I take your point it is an industry standard today meaning many industries nuke or otherwise are streamlining construction methodology..
