Hmmm... our governments federal and local have sovereign immunity so you need it's permission to sue them. Our police officers have qualified immunity that means as long as they follow the rules and training the individual cannot be sued just the government agency who may decline to be sued. Maybe government agencies should more closely reflect qualified immunity.
