This article is exactly why I am skeptical SMRs will be so much better and cheaper than traditional nukes, although I hope I am dead wrong.  They want new rules applied to them that probably should have been applied to traditional nukes eons ago.  I'm all for new and advanced nuclear but the rules should be reevaluated for all nuclear plants not just the new ones.  Even though the new alara rule is written into their licensing structure it's not like we all don't live by those rules incessantly already (commercial nukes).  Of course SMRs will be cheaper if you don't have to follow established rules.  So would most new nuclear.
