This Wilmington NC site smells like Piketon OH's centrifuge project.  Regardless of approvals and news, they probably each have about 50 good jobs at best.  They're both living off DOE stipends.

I don't disagree with what you are saying but this would seem to be establishing uranium infrastructure especially for HALEU that is needed for the newer advanced reactors.
