PR was mocked for going all gas-fired new plants nearly 20 years ago due to potential gas costs, but gas prices have been down and stayed very cost-acceptable. But the coastal fuel line connections where the tankers deliver, still get blasted by hurricanes. The infrastructure lines are still a wild mix of old and new. Still plenty of wood poles. Modulars do make sense there and any tropical island. They can easily be protected, but if the infrastructure of power lines gets crushed, and it doesn't make much difference. You have 4,000-foot mountains there, just like western North Carolina, and when a hurricane goes over the top with rain/wind, everything gets wiped out.
